Panjab University (PU) Board of Finance (BoF) today considered and approved the Budget Estimates of Rs. 577.32 crore for the fiscal year 2019-20. BoF was apprised of the status of construction of multipurpose auditorium in South Campus, Sector-25, PU, Chandigarh. It was informed that the estimated cost of this project is Rs. 72.67 crore. Against this estimated cost, the budget allocation of Rs. 69 crore has already been made. The difference would be met out of the interest to be earned on the amount already allocated during the gestation period of the project. It was further informed that 80% of the civil work of the project was completed with an expenditure of Rs. 24.78 crore. Due to unreasonable delay in the execution of the contract, the company was imposed a penalty of Rs. 78 lakhs and the contract has been cancelled. The tender for the second phase i.e. finishing of the front portion of the auditorium including the remaining work of the previous company have already been invited, which is expected to be completed by December 2019. Simultaneously, the tender for finishing work of main auditorium shall be published after finalizing the drawings/detailing, work of which is under process. Suggestions were received regarding security, parking and fire safety of the auditorium. BoF discussed various steps to be taken to enhance revenue and restrict expenditure by adopting the following:- 1. Enrolling more students under the University School of Open Learning System. 2. Revising Foreign/NRI students’ admission norms to enhance their enrolment and rationalization of their fee structure. 3. Starting MOOCs courses by USOL as well as other departments of the University. 4. Supplementing income through consultancy work and conduct of MDPs. 5.  Exploring the possibilities of opening of PU International Off-Campus. 6. Seeking free access to various online journals/resources such as Science Direct, Sci-Finder, SCOPUS etc., on which University an annual expenditure to the time of Rs. 5.00 to Rs. 6.00 crore. BoF approved the enhancement of emoluments of Medical Officer, Medical Specialists, Visiting Consultant and Part Time Specialists with a dissent from representative of Punjab Government.
 BoF approved the enhancement in the remuneration of Contractual Employees @ 3% per annum. Regarding re-designation and upgradation of grade pay and provision for promotional avenues for the post of Assistant Archivist, A.C. Joshi Library, regarding change of nomenclature and grade pay of post of programming assistant and up gradation of pay scale of laboratory technician/Lab Assistant, BoF recommended to UGC for approval. MHRD and UGC allowed the setting up 66 KVA Electricity Sub Station, Sector-14, PU, Chandigarh. This will be further taken to Syndicate for approval. It will help the University in expanding research facilities to keep pace with the global advance in teaching and research. With this, University shall have single point metering and will help to meet the additional load requirement. BoF after due deliberation on the issue of payment of Secretariat Pay to certain categories of employees of PU, resolved to forward the issue to the Punjab Government for re-examining. BoF approved the recommendations for the implementation of revised pay scales as per 7th Central Pay Commission for the Teaching Staff  which will be sent for final approval to UGC for sanctioning additional provisions. BoF also approved the same for Non-Teaching & Pensioners which will be further forwarded to Punjab Government for necessary approvals. The meeting was attended by the Registrar Prof. Karamjeet Singh, Fellow I.S.Chadha, Fellow  Sanjay Tondon, Fellow Prof. Navdeep Goyal, Special Secretary Finance, Government of Punjab Ms. Garima Singh, Special Secretary Finance, UT Sh. Harish Nayyar, Deputy Director, Colleges, Punjab Dr. L.S.Gill,  and Finance & Development Officer Mr. Vikram Nayyar.
