The department of physiotherapy, Govt. Multi Specialty Hospital, Sector -16, Chandigarh has further strengthened its services with the addition of LASER UNIT for relieving pain in patients with post surgery, muscles/ligament injuries, joint pains, and fibromyalgia. This will give more relief to the senior citizens/elderly patients who can seek relief quickly apart from other orthopedic ailments. It is the latest model Type IV Laser Machine which is operated by the trained physiotherapist and has been facilitated by Indian Red Cross Society, Chandigarh under Corporate Social responsibility.

विश्वकर्मा दिवस चंडीगढ़ के विभिन्न संस्थायों द्वारा पूजा अर्चना और रंगारंग सांस्कृतिक कार्यकर्मो का आयोजन किया गया l जिसमे भारतीय जनता पार्टी चंडीगढ़ के प्रदेश अध्यक्ष संजय टंडन ने मुख्यातिथि के रूप में भाग लिया | विश्वकर्मा दिवस को चंडीगढ़ लेबर यूनियन द्वारा सेक्टर 44 में लेबर ग्राउंड में कार्यकर्मों के साथ आयोजित किया गया | लेबर यूनियन द्वारा आयोजित कार्यक्रम में भाजपा संगठन महामंत्री दिनेश कुमार, पूर्व सांसद सत्यपाल जैन, मेयर देवेश मौदगिल, एस सी मोर्चा के प्रदेश अध्यक्ष कृष्ण कुमार, उपाध्यक्ष कुंदन बैरवा, मनोज गोहर, जिला अध्यक्ष धर्मेन्द्र, विजय कुमार, इंदिरा, पार्षद चन्द्रावती शुक्ला, अनिल दुबे, हीरा नेगी और कँवर राणा, सुनील चौधरी, मुकेश चनालिया, बबलू, बिडलाना, ओम कैलाश आदि उपस्थित थे | आये हुए गणमान्य व्यक्तियों का यूनियन के प्रधान राम लाल और महामंत्री गोपाल शुक्ला ने पटका भेंट कर सम्मानित किया | उधर पूर्वांचल सांस्कृतिक संघ के अध्यक्ष मुकेश कुमार की अध्यक्षता में आयोजित समारोह में भाजपा के प्रदेश अध्यक्ष संजय टंडन, महामंत्री प्रेम कौशिक व चन्द्रशेखर, जिला अध्यक्ष पार्षद शक्ति प्रकाश देवशाली, सीनियर डिप्टी मेयर गुरप्रीत सिंह ढिल्लों, डिप्टी मेयर विनोद अग्रवाल, पार्षद जगतार सिंह जग्गा, भरत कुमार, रविकांत शर्मा, देवी सिंह इन्द्रजीत काला, गोपाल शुक्ला, डॉ ओ पी वर्मा, शिलानाथ गुप्ता, आदि उपस्थित थे | आये हुए सभी अतिथियों का संस्था की और से सम्मान किया गया | इस अवसर पर भोजपुरी गायक विनय मिश्रा और अशोक मिश्रा और अन्य कलाकारों ने रंगारंग सांस्कृतिक कार्यकर्म में दर्शकों का समय बाँधा और अपनी सुरीली आवाज़ से सभी का मन भाया |  इस मौके पर उपस्थित जनसमूह को संबोधित करते हुए पार्टी के प्रदेश अध्यक्ष संजय टंडन ने कहा कि हिन्दू धर्म में विश्वकर्मा को निर्माण व सृजन का देवता माना जाता है सतयुग का स्वर्ग लोक, त्रेता युग की लंका, द्वापर की द्वारिका और हस्तिनापुर का निर्माण भगवान विश्वकर्मा ने ही किया। कहा जाता है कि प्राचीन काल में जितनी राजधानियां थी, इन सभी को भगवान विश्वकर्मा ने ही बनाया था। इनके अलावा भगवान विष्णु का सुदर्शन चक्र, भगवान शिव का त्रिशूल, यमराज का कालदंड, कर्ण का कुंडल आदि का निर्माण भी भगवान विश्वकर्मा ने ही किया ।

भगवान विश्वकर्मा को दुनिया का सबसे पहला इंजीनियर और वास्तुकार माना जाता है । पुष्पक विमान और सभी देवों के भवन का निर्माण भी उन्होंने ही किया । कहा जाता है कि वह जल पर चल सकने योग्य खड़ाऊ तैयार करने में समर्थ थे । उड़ीसा में स्थित भगवान जगन्नाथ, बलभद्र एवं सुभद्रा की मूर्ति का निर्माण भी उन्होंने ही किया । भगवान विश्वकर्मा की आराधना से धन-धान्य और सुख-समृद्धि की प्राप्ति होती है। औद्योगिक क्षेत्रों, फैक्ट्रियों, दुकानों आदि में भगवान विश्वकर्मा की पूजा की जाती है । भगवान विश्वकर्मा की पूजा के साथ मशीनों, औजारों की सफाई व पूजा की जाती है । भगवान विश्वकर्मा की पूजा करते समय औजारों पर तिलक लगाकर पूजन करना चाहिए और सभी कारीगर उनकी पुजा करते है । "विशवं कृत्स्नं कर्म व्यापारो वा यस्य सः यानी जिसकी सम्यक् सृष्टि और कर्म व्यपार है वह विशवकर्मा है । प्राचीन काल से ही सृष्टि के रचियिता भगवान विश्वकर्मा के अनुयायी विश्वकर्मावंशी अपने तकनीकि कौशल से के बल पर सम्पूर्ण सृष्टि को रचाने-बसाने में लगे हैं। मानव सभ्यता को नया आयाम देने का कार्य परम्परागत शिल्पकारों ने ही किया, इसमें कोई संदेह नहीं है। स्थानीय राजाओं के साथ-साथ हजारों वर्षों तक भारत में शासन करने वाले विदेशियों ने भी शिल्पकार्य को बढावा दिया। इसलिए हम सभी को उनकी उपासना करनी चाहिए |

“To make over 35 lakh youth studying in over 10,000 All India Council for Technical Education (AICTE) approved Institutes of the Country more skilled and industry oriented, AICTE would make major revamping in its curriculum” This was told by Dr. M.P Poonia, Vice Chairman, AICTE, New Delhi to the delegation of Federation of Self Financing Technical Institutions (FSFTI) in a meeting which was led by Dr. Anshu Kataria, President, FSFTI. The meeting was also attended by delegates of other States including Punjab, Tamil Nadu, Rajasthan, Andhra Pradesh, Telangana, Haryana, Delhi, Himachal Pradesh, Kerala etc. Dr. M.P Poonia while giving more details about the programs said that AICTE is emphasizing on revamping Engineering Syllabus to meet Industry needs. More reforms like Internship programs, Start ups & Entrepreneurship, Accreditation of the Institutions, Induction Program for the Teachers, Model Exam Format etc would be strengthened. Model Curriculum & Internship programs: Under the revised curriculum, the number of credits required for theory has been reduced to 160 from 220. It has also been made mandatory that 14 out of 160 credits will be for summer internship. The new curriculum focuses more on practical by engaging students with laboratory assignments rather than on theory. Under the new curriculum, it will be mandatory for the students to intern in the industry for about two to three months, even during the summer vacation, to enable them acquire the skills required for job. Start ups & Entrepreneurship: Dr. M.P Poonia said that AICTE has been focusing on making students set up their own businesses rather than be job seekers by promoting activities such as incubation centre to promote entrepreneurship such as giving funds for SC/ST students to start their own businesses. AICTE has also started having courses on entrepreneurship which have been adopted widely. Accreditation of Institutions: AICTE has also decided that by 2022, at least 50 per cent of all the programmes in technical institutions have to get their accreditation from the National Board of Accreditation (NBA) otherwise the AICTE approval of the Institute will be cancelled. At present, around 10 per cent of the programmes are accredited in India. Induction Program for Teachers: AICTE is setting up four teacher training academies i.e Academy of Teaching and Learning (ATAL) in the country at Thiruvananthapuram, Guwahati, Baroda and Jaipur which will equip candidates with the latest changes in technical education. The academies will produce "motivated teachers, who will be conversant with fast changing technology in the technical education sector. Model Exam Format: AICTE will soon release the provision of a model exam format to technical education institutes for testing the conceptual knowledge of children. “The final exams being conducted by the institutions shall test the understanding of the concepts and the skill - rather than the subject knowledge” added Dr. M.P Poonia.

The 10^th Annual Chandigarh National Crafts Mela which is being jointly organized by the Department of Cultural Affairs, Chandigarh Administration and North Zone Cultural Centre (NZCC), was inaugurated today at Kalagram by Sh. Arun Kumar Gupta, IAS, Principal Secretary Home and Cultural Affairs. Among other dignitaries present during the opening ceremony were Sh. Jitender Yadav, IAS, Director Cultural Affairs, Chandigarh Administration and Sh. Saubhagya Vardhan, Director North Zone Cultural Centre. National Crafts Mela which is being organized from 9^th-18^th November, 2018 on the theme of “South Central Zone” is a unique event that showcases the diversity of handicrafts, handlooms and fabrics of our country. To add musical and rhythmic element to the event, it also brings together large number of renowned national folk artists and cultural groups. 

The Art Forms that will be showcased during the Crafts Mela are Lavni from Maharashtra, Badhai from Madhya Pradesh, Panthi from Chhattisgarh, Lambadi from Andhra Pradesh, Mathuri from Telangana, Goti Pua from Oddisha, sidhi Dhamal from Gujarat, Bardoi shikhla from Assam, Tamag Selo from Sikkim, Mewasi from Gujarat, Himachali Gidha from Himachal Pradesh, Dogri Dance from Jammu & Kashmir, Chakri Dance from Rajasthan, Thadiya Chufla from Uttrakhand, Phag/Ghoomer from Haryana, Sammi/Bhangra from Punjab. Apart from these there would be ground performances of Been Jogi from Haryana, Kachi Ghodi from Rajasthan, Bazigar from Punjab, Nachar from Punjab, Behrupiya from Rajasthan and Stick walker from Rajasthan. On the 150th Birth Anniversary of Mahatma Gandhi Ji, Chandigarh Administration is giving a special tribute to the Iconic leader with the main attraction of the event being the stall dedicated to Mahatma Gandhi to mark the 150th birth anniversary of the Father of the Nation. The stall will showcase some of the rare pictures of Mahatma Gandhi's life, freedom struggle, and other aspects of his remarkable journey. Around 170 stalls have been constructed at the site to display spectacular work of artisans and craftsmen of Chandigarh and other states. Cultural evenings have always been the most entertaining and attractive part of the event. The fair has grown in stature and has got on board some acclaimed artists and bands for the cultural performances.

   Even after existence of 75 years and even after being a UT for the last more than 50 years we re residents of Chandigarh are facing the same old song every now and then .After going through the documents and discussion done on record before creation of UT 1966 there is not iota of any such arrangement. While making Chandigarh UT and temporary capitals of two states meetings was held and on record arrangements were made for new UT. After that the Punjab Reorganization Act 1966 came into existence. In all these records and various other orders issued after wards there is no such orders. It is sheer political move only and all these CM belonging to all political parties always demand their share of Chandigarh without any responsibility. We request Punjab CM to make public any document which supports his demand of 60:40 in case of deputations to Chandigarh UT. From the records available with me it is observed that making of Chandigarh capital of two states was a arrangement done in 1966. As such we the residents of Chandigarh aged about 75 years stake our claim on this UT and as and when any decision making meeting is called to settle claims and counter claims the voice of Chandigarh should be heard by Central Goyt. and till than present arrangement may be allowed to continue. Just to reconfirm the documents and find out if there is anything at all to support claims of the both states I have filed RTI Applications with Central, Punjab, Haryana Govt. and UT Administration to put the details in Public Domain for which our Second Innings Association will be organizing a talk on “Save Chandigarh” by eminent residents of Chandigarh .

पूर्वांचल संगठन समिति मलोया चंडीगढ़ छठ पर्व के विशाल आयोजन को लेकर अभी से तैयारियां आरंभ कर चुकी हैं। इसकी अध्यक्षता वार्ड नंबर 7 के पार्षद श्री मान राजेश कालिया जी ने अपनी पूरी मेहनत के साथ तथा सभी पूर्वांचल संगठन समिति के सदस्यों, प्रधान रामबाबू सिंह, महासचिव संजय बिहारी, चेयरमैन केदार यादव, केशियर के.पी सिंह तथा अन्य सलाहकार राहुल वर्मा, शिवनाथ, ओमप्रकाश तिवारी तथा सुभाष को साथ लेकर इस तालाब को छठ पर्व के लिए बड़े ही भव्य रूप से तैयार किया गया है । इसके अलावा सुरक्षा के भी विशेष इंतजाम किए गए हैं । जो आप सभी को अपनी तरफ आकर्षित करेगा । इस घाट पर हजारों श्रद्धालु छठ पूजा के लिए इकट्ठा होते है । हर वर्ष की तरह इस वर्ष भी मलोया कालोनी बस स्टैंड के नजदीक तालाब पर 13 नवम्बर को सायं 4 बजे से 14 नवम्बर को सूर्य उदय की पूजा करने तक यह छठ पूजा का विधान बड़े ही धूमधाम से सम्पूर्ण होगा । छठ पर्व भगवान सूर्यदेव के अस्त होने के समय अर्घ्य देकर प्रारंभ किया जाता है और अगले दिन प्रात:काल सूर्योदय के समय सूर्यदेव को अर्घ्य देकर व्रत का समापन किया जाता है । भगवान भास्कर और छठी मैय्या के लिए किया जाने वाला ये चार दिवसीय त्योहार उत्तर भारत के एक बड़े जनसमूह के लिए भारी महत्व रखता है । छठ व्रतियों तथा आये हुए सभी श्रद्धालु के लिए हर वर्ष की तरह इस वर्ष भी शत्रुघन व उनकी टीम द्वारा चाय व ब्रेड का लंगर तथा शिवनाथ द्वारा जलेबियो का लंगर लगाया जायेगा ।

 श्री चैतन्य गौड़ीय मठ सेक्टर 20 चंडीगढ़ में श्री गोवर्धन पूजा अन्नकूट महोत्सव बड़ी धूमधाम से मनाया गया l मठ के प्रवक्ता जय प्रकाश गुप्ता ने बताया कि प्रातः कालीन मंगल आरती में सैकड़ों भक्तों ने भाग लिया, तत्पश्चात अखिल भारतीय श्री चैतन्य गोरिया मठ के अध्यक्ष श्री भागवत महाराज जी ने अपने प्रवचन में श्रोताओं को बताया कि आज ही के दिन भगवान श्री कृष्ण जी ने इंद्र का अभिमान दूर करने के लिए मथुरा स्थित गोवर्धन पर्वत को अपनी छोटी उंगली पर धारण किया था एवं ब्रज वासियों की रक्षा की थी l दोपहर भोग आरती के समय भगवान श्री कृष्ण जी श्री गिरिराज जी महाराज को 101 व्यंजनों का भोग लगाया गया l 101 दीपमालाओं से आरती की गई l सैकड़ों भक्तों ने नृत्य - गान कर इस महोत्सव का आनंद लिया l कार्यक्रम के पश्चात हजारों लोगों ने प्रसाद ग्रहण कर यशोगान किया l

हमारे देश में पारिवारिक एवं सामाजिक संबंधों को अत्यंत महत्वपूर्ण एवं स्थाई माना गया है । इसीलिए हमारे हर त्योहार -पर्व रोजाना कोई न कोई संदेश लेकर आते हैं । जहां होली व  दिवाली समाज को बांधते हैं वहीं रक्षा बन्धन और भाई दूज परिवारों को एक सूत्र में बांधे रखते हैं । आधुनिक युग में भाई - बहन एक दूसरे की पूर्ण सुरक्षा का  भी ख्याल रखें । नारी सम्मान हो ।  समाज में महिलाओं पर हो रहे अत्याचारों में कमी आएगी । भाई - बहन को स्नेह, प्रेम ,कर्तव्य एवं दायित्व में बांधने वाला राखी का पर्व जब भाई का मुंह मीठा करा के और कलाई पर धागा बांध कर मनाया जाता है तो रिश्तों की खुशबू सदा के लिए बनी रहती है और संबंधों की डोर में मिठास का एहसास आजीवन परिलक्षित होता रहता है । फिर इन संबंधों को ताजा करने का अवसर आता है भईया दूज पर । राखी पर बहन ,भाई के घर राखी बांधने जाती है और भैया दूज पर भाई ,बहन के घर तिलक करवाने जाता है ।  ये दोनों त्योहार ,भारतीय संस्कृति की अमूल्य धरोहर हैं जो आधुनिक युग में और भी महत्वपूर्ण एवं आवश्यक हो गए  हैं जब भाई और बहन, पैतृक संपत्ति जैसे विवादों या अन्य कारणों से अदालत के चककर काटते नजर आते हैं । 

भाई दूज के शुभ मुहूर्त 

भाई दूज तिलक का समय :13:10:02 से 15:20:30 तक.  अवधि :2 घंटे 10 मिनट भाई दूज (यम द्वितीया) कार्तिक शुक्ल पक्ष की द्वितीया को मनाई जाती है । शास्त्रों के अनुसार कार्तिक शुक्ल पक्ष में द्वितीया तिथि जब अपराह्न (दिन का चौथा भाग) के समय आये तो उस दिन भाई दूज मनाई जाती है । यदि दोनों दिन अपराह्न के समय द्वितीया तिथि लग जाती है तो भाई दूज अगले दिन मनाने का विधान है । इसके अलावा यदि दोनों दिन अपराह्न के समय द्वितीया तिथि नहीं आती है तो भी भाई दूज अगले दिन मनाई जानी चाहिए। ये तीनों मत अधिक प्रचलित और मान्य है । एक अन्य मत के अनुसार अगर कार्तिक शुक्ल पक्ष में जब मध्याह्न (दिन का तीसरा भाग) के समय प्रतिपदा तिथि शुरू हो तो भाई दूज मनाना चाहिए । हालांकि यह मत तर्क संगत नहीं बताया जाता है । भाई दूज के दिन दोपहर के बाद ही भाई को तिलक व भोजन कराना चाहिए । इसके अलावा यम पूजन भी दोपहर के बाद किया जाना चाहिए । 

भाई दूज या यम द्वितीया पर क्या करें ? 

सुविधानुसार , गंगा या यमुना में स्नान कर सकते हैं ।  भाई की दीर्घायु के लिए पूजा अर्चना प्रार्थना करें । भाई ,बहन के यहां जाए और तिलक कराए ।  भ्राता श्री, बहना के यहां ही भोजन करे । इस परंपरा से आपसी सौहार्द्र बढ़ता है l आपसी विवादों तथा वैमनस्य में कमी आती है । भाई कोई शगुन, आभूषण या गीफट बदले में दे । बहन भी भाई को मिठाई और एक खोपा देकर विदा करे ।

Chandigarh, 8^th November, 2018:  The Chandigarh Pollution Control Committee monitored Ambient Air Quality and Noise Levels at 3 different locations {i.e. Sector 22 (Residential Zone), Punjab Engineering College, Sector 12 (Silence Zone) and Sector 17 (Commercial Zone)} in Chandigarh on 01.11.2018 (Thursday) a week before Diwali and on 07.11.2018 (Wednesday) on Diwali Day as per the guidelines of Central Pollution Control Board, Delhi.  The highlights of the analysis are as below:

     1. Sulphur Dioxide (SO₂) levels at all the locations are within the permissible limits., 2. Oxides of Nitrogen (NOx) levels at all the locations are within permissible limits., 3. Noise levels in these three locations were higher in comparison to the previous year. Beating of drums at places was also observed adding to the noise in these localities., 4. PM10 as well as PM 2.5 Levels were increased at all the three locations as compared to last year’s Diwali. The Air Quality Index (AQI)  of Sector 22, 17 and 12 was 311,177 and 297 respectively compared to 240, 137 and 247 during the previous year’s diwali which shows a positive trend in AQI compared to last year’s diwali.  However, an important factor to be taken into consideration that diwali was celebrated last year on 19^th October, 2017 where the temperature was 23.5 degree Celsius (at 8.00 pm) compared to 16.6 degree Celsius on 7^th November, 2018 during the current year. The temperature is thus an important factor contributing towards increase in AQI.  A comparative data of AQI at Sector 17 and Sector 12 taken on 7^th November, 2017 viz-a- viz  7^th November, 2018 shows a sharp decline in AQI compared to last year on 7^th November, 2017.  Compared to AQI of 177 and 297 at Sector 17 and Sector 12 on 7^thNovember, 2018 the AQI was 362 and 306 during the previous year on the same day i.e. 7^th November. 

   It is, thus, to say that AQI of 7^th November, 2017 (Normal day) was much higher than the AQI of 7^th November, 2018 (Diwali day). Thus massive awareness campaign coupled with order from Hon’ble Court has paid dividend in making an impact on the society to keep a check on the pollution load of the environment due to bursting of crackers during Diwali.  The sustained efforts in these directions shall help in further creating awareness amongst the civil society to check pollution.

दिवाली के रोज गाँव हल्लोमाजरा में मकान नं. 256 का निवासी रोहित अपने साथियों सिकंदर, सीता राम, राजीव कुमार, अरुण प्रसाद आदि के साथ छत पर ताश खेल रहे थे कि दो पुलिसकर्मी मंजीत व अजय ने यहां जुएबाजी होने के शक में दबिश दी ।पुलिसकर्मियों ने इस दौरान कथित रूप से रोहित के साथ धक्कामुक्की की व उसकी जेब से जबरन पैसे निकलने लगे । इसी धक्कामुक्की में रोहित छत से गिर गया । उसके साथी घायल रोहित को तत्काल सेक्टर 32 अस्पताल ले गए जहां डॉक्टर्स ने उसे मृत घोषित कर दिया । रोहित इंडस्ट्रियल एरिया में एक फैक्टरी में काम करता था । उधर रोहित के छत से गिरते ही पुलिसकर्मी घटनास्थल से भाग खड़े हुए । घटना की सूचना मिलते ही चण्डीगढ़ कांग्रेस के महासचिव शशिशंकर तिवारी गाँववासियों सहित सेक्टर 31 थाने पहुंचे व घेराव किया । उन्होंने इस पूरे मामले में पुलिसवालों को दोषी ठहराते हुए कार्यवाई की मांग की । थानाध्यक्ष गुरजीत कौर ने प्रदर्शनकारियों को बताया कि इस मामले की बाबत उन्होंने उच्चाधिकारियों से मजिस्ट्रेटी जांच के लिए आग्रह किया है । तिवारी ने कहा वह मृतक के साथ नाइंसाफी नहीं होने देंगे व दोषियों के विरूद्ध कारवाई करवा कर रहेंगे । उन्होंने कहा कि यदि रोहित की जगह किसी अमीर या प्रभावशाली परिवार का युवक होता तो अब तक साड़ी कारवाई हो गयी होती । तिवारी के साथ बबलू कुमार, गुरचरण दास काला पंच, प्रेमपाल चौहान, रमेश शर्मा, टिनी यादव व अरुण कुमार आदि भी मौजूद थे ।
